Community Choice Aggregation (CCA) is a policy to run San
Francisco on 50% publicly owned, local, renewable energy sources within
the next decade. A quick summary of what's up with CCA:
- It
is based on city-sponsored reports confirming that the Bay Area has
enough potential wind & solar capacity to generate 50% of San
Francisco's energy needs by 2017.
- It is financially designed to meet or beat PG$E rates.
- In
2004, the SF Board passed the SF Energy Independence Ordinance, freeing
our city from PG$E’s monopolistic and dirty ways and legally allowing
Community Choice. In 2006, the Board voted to support it and Mayor
Newsom put $10 million to start the planning.
- The
final project plan of CCA is currently wading through red tape and
lobbying pressure in the Attorney's Office & Public Utility
Commission (PUC). The Mayor and Board will vote to enact the final
project plan.
- All city residents will be enrolled in CCA unless they choose to 'Opt-Out' of the choice for affordable green energy.

ANALYSIS:
Over
the last three years, the SFPUC & PG$E have consistently challenged
and dragged their feet on this plan, making victory uncertain. Without
consistent pressure from the public, the Supervisor’s vote may be
delayed for months or even years. The Supervisors need to hear your
support to implement Community Choice. And PG$E needs to see that we
will challenge their green spin as long so long as they don't step up
